Licensure
Mr. Young is a Registered Professional Engineer in state of Delaware. Mr. Young is also certified with the National Council of Examiners for Engineering and Surveying.
Experience
Over thirty-four years experience planning and designing electric supply facilities.
Over twenty-three years experience:
- Designing aerial and underground electric power distribution facilities in Delaware, Maryland, New Jersey and Virginia
- Designing electric power distribution construction standards covering seven primary voltages through 34.5kV
- Developing engineering manuals for the design of electric power distribution and joint-use (electric and communications) facilities.
- Developing material purchasing specifications for over 2000 materials used in the construction of electric power distribution facilities.
- Testing of construction materials to insure compliance with industry standards and purchasing specifications. Mr. Young has performed or managed high voltage, high current, fault current withstand, conductor temperature/current, coastal environment, and strength testing on hundreds of materials.
- Performing failure analysis and testing of failed construction materials. Mr. Young has performed failure analysis and testing on hundreds of materials including transformers, splices, cables, fuses, surge protection devices, hardware, switchgear, and street light components.
- Teaching all aspects of electric power from basic electricity to the National Electrical Safety Code®(NESC®) and electric power distribution design and operations.
- Designing safety signs, labels, and tags to alert utility personnel and the general public of hazards associated with electric power supply facilities.
- Inspecting electric power distribution facilities to determine compliance with the NESC®.
- Taking measurements and photographs of electric power distribution facilities that have been involved in accidents. Mr. Young has been consulted in over four hundred accidents.
- Performing analysis of electric power distribution facility clearance measurements and photographs to determine compliance with the NESC®.
- Testifying as expert witness in litigation involving electric power distribution facilities. Mr. Young has testified in over fifty cases and passed a Daubert hearing.
Mr. Young was a member of the NESC® Interpretations Subcommittee and a principal member of NESC®Subcommittee 4 (clearances). He is a member of the American National Standards Institute standard Z-535 committee (national standard for safety signs, labels and tags). Mr. Young is an inspector member of the International Association of Electrical Inspectors®(IAEI®) and has published over fifty technical articles on various electrical subjects in the IAEI News. He is also a member of the Institute of Electrical and Electronics Engineers, Inc.® Power Engineering Society.

System Planning Department, July 1971 to November 1975
Jr. Engineer and Engineer responsible for planning the electric distribution system in northern New Castle County, Delaware. He also wrote a computer program to help system operations personnel regulate the power flow within the transmissions system on a daily basis to prevent overloads during contingencies. The program was used for over ten years.
Customer Engineering Department, November 1975 to October 1980
Project Engineer responsible for the design of distribution line extensions and transformation to serve new residential, commercial, and industrial customers. He designed facilities to serve over four thousand customers.
Meter Department, October 1980 to June 1983
Meter Engineer responsible for the design of electric energy, power and power factor metering to serve all new commercial and industrial customers in New Castle County, Delaware.
Standards Department, June 1983 to November 2005
Project Engineer, Senior Engineer, Consulting Engineer, and Senior Supervising Engineer responsible for:
- Designing and maintaining the Delmarva Power and Light Co. electric power distribution construction standards covering seven primary voltages through 34.5kV
- Developing and maintaining the Delmarva Power and Light Co. engineering manual for the design of electric power distribution facilities
